Notes on the metrics: WALL_CLOCK_S is elapsed span, not working time — it
includes the ~2 min the run waited on the human at the AskUserQuestion prompt.
Cache-read (725K) dwarfing TOKENS_IN (30) is normal for a long single-run
skill — nearly all input was cached prose. TOOL_ERRORS=0 reflects the

Divergences in detail

- What the prose says: §6 opens with "you are always creating a brand-new top-level issue," and the "Re-run / partial-failure safety — deferred" note only contemplates this run's orphans, not a pre-existing issue covering the same feature. Nothing in §3 (Investigate) or §6 tells the assigner to scan open issues / existing remote branches for overlap before minting a fresh key.
- What happened: The agent noticed
feature/JST-118-github-pat-authin thegit fetchoutput (46034c4a), got curious, viewed JST-118, diffed its branch, and discovered it already implements this feature with the opposite (deliberately-chosen) auth mechanism. It then surfaced the conflict via AskUserQuestion (93ca54dd) rather than silently filing a competing issue. - Consequence: Positive on this run — the user made an informed choice and the tradeoff is now durable in JST-126's description. But it was incidental discovery: had that branch not shown in the fetch delta, or a less curious run occurred, the assigner would have filed a silent duplicate/competitor, exactly what §6's own "deferred" note flags as an unhandled gap.

Nothing novel was reinvented this run. The only candidate the transcript suggests is a duplicate-overlap check (see Divergences) — that's a new capability, not something the agent hand-rolled here.

on is a skill-text gap, not a run defect: the assigner has no

lightweight "scan for an existing issue/branch covering this before minting a
